Water pump not operating i m starting a new game and the water and sewer pumps both say that they re not operating.

Hi i got a little problem with cleaning some water. I started a game and set up a water pump at the front of the river and a sewer at the bottom then i connected them with the coal power plant using power lines and finally i connected the plants with pipes and unpaused the game.
